Strategic Review – FDFA's Continued Dialogue with Government Officials

The number one priority for the FDFA this past 2010/2011 year has been the continued dialogue with CBSA regarding the Strategic Review.

As with other trade associations, the FDFA's core and most significant member benefit is our government relations efforts. Therefore, presenting our industry to government officials as a consolidated and cohesive unit ensures that we are recognized as a strong and economically important industry not only in border communities around the country but within Canada as a whole.

What is the Strategic Review? All government programs are reviewed on a regular cycle to ensure they are effective and efficient, that they respond to the priorities of Canadians and that they are in line with core federal responsibilities. This ensures that funding is allocated to programs that are a high priority for Canadians and that these programs produce results.

Our goal within this process is to ensure that our industry pillars remain intact and that decisions made in relation to streamlining of the duty free shop program are done in a manner to create greater efficiencies and less administrative oversight that do not unduly impact our store's operational activities.

This past Summer, CBSA undertook their industry stakeholder consultations in order to garner feedback on how to implement the Strategic Review. At this time, CBSA is currently reviewing their consolidated report of these consultations and are expected to draft their recommendations to their senior management in Fall 2011. Once CBSA's senior management makes their final decisions, the amended regulations will be put forward through the parliamentary regulatory and legislative review process in early 2012. We will continue to apprise our members of our continued efforts and discussions with CBSA officials.
